Job Summary

Assumes primary responsibility for casework supervision and delivery of services for the Statewide Adoption and Permanency Network.

COLLABORATIONS: Management team and other related Project STAR staff

Education: Bachelors Degree in Social Work or relevant Human Service field required.

Licensure: None

Certification: None

Clearances: Act 73 FBI, Act 34 Criminal Clearance, Act 33 Child Clearance. For this position clearances must be obtained prior to start date.

**Clearances must be obtained within 30 days of hire in order to continue active employment.

Training and Experience: Minimum of three years experience in Human Services required. Experience working with diverse populations and/or people with disabilities preferred. Supervisory experience preferred.

- Valid, current driver's license and personal automobile liability insurance with a minimum of $300,000 combined single limit coverage
- Approval to verify driving history at the time of authorization and annually; approval to verify insurance coverage at the time of authorization and semi-annually
- Reliable automobile with current inspection
- Ability to meet physical and mental requirements of the job

Job Responsibilities

• Reviews all SWAN referrals and assesses Project STAR’s capacity to accept assignments.
• Assigns all SWAN tasks, in consultation with management team
• Provides continuing education as it relates to SWAN activities for appropriate staff
• Verifies completion of required SWAN benchmarks for Child Preparation, Child Specific Recruitment, and Child Profiles
• Coordinates all activities related to SWAN meetings and conferences when appropriate.
• Reviews, approves, and submits activities conducted by independent contractors.
• Confirms electronic certification of all completed SWAN services
• Prepares and submits SWAN invoices, verifying certification by counties
• Participates in Resource Parent Education program in collaboration with other placement services staff.
• Serves as liaison between Project STAR and SWAN
• Supervises other Permanency Specialists as assigned
• In conjunction with Director of Project STAR and Manager of Placement Services, coordinates the renewal of contracts related to SWAN services
• Assists staff with crisis management
• Participates in “on call” rotation
• Collaborates with Director, HR Department and Placement Services Manager on all aspects of the hiring process including but not limited to screening resumes, interviewing candidates and completing the tasks outlined in the CI hiring procedures to ensure that all steps are completed.
• Trains new staff in the placement services program.
• Completes six month and/or annual performance evaluations for placement services staff supervised.
• Maintains partial caseload of SWAN activities
• Attends and contributes to relevant Project STAR staff and team meetings.
• Effectively make recommendations as to hiring, evaluating and disciplining employees
• Works to maintain professional competence and skills through continuing education and supervision.
